Same HW ID in both these files.

~/qtVlm$ cat /etc/machine-id
HWID Printed on Screen
~/qtVlm$ cat /var/lib/dbus/machine-id
same ID as above
Nothing ain any of the snap entries.

var/lib/dbus/machine-id is simply a link to /etc/machine-id both owned by root.

~/qtVlm$ ls -lash /etc/machine-id
4.0K -r--r--r-- 1 root root 33 Oct 12  2019 /etc/machine-id
~/qtVlm$ ls -lash /var/lib/dbus/machine-id
0 lrwxrwxrwx 1 root root 15 Oct 12  2019 /var/lib/dbus/machine-id -> /etc/machine-id

So if I now have a S63 permit and when we sort this then I can install S63 charts.
We purchase opencpn osync official ENC's charts will they now work with our S63 enabled install?

No, unfortunately osencs charts are not compatible with qtVlm. The permit allows you to purchase S63 charts at any S63 charts vendor like chartworld.com

Concerning your issue with hw-id, can you please do:
sudo apt install hwinfo
hwinfo > hw.txt
and then send me the file hw.txt at support@meltemus.com
